International Human Rights Representation (UN, ECHR)

When domestic remedies are no longer available or prove ineffective, international mechanisms provide a way to document violations, seek protective measures, and lay the groundwork for further legal or diplomatic action. I provide legal assistance in proceedings before the United Nations and the European Court of Human Rights (ECHR). I prepare well-reasoned submissions in Russian and English, building the factual narrative, framing legal arguments, and presenting materials in the required formats.

I work with petitions to UN treaty bodies (where individual complaints are permitted), applications to UN special procedures (such as Special Rapporteurs and the Working Group on Arbitrary Detention), and applications to the ECHR (for Russia — limited to events that occurred prior to 16 September 2022).

I operate exclusively within my specialization, assisting victims of violations by Russia and CIS states through the preparation of draft complaints, evidentiary annexes, and translations, as well as maintaining correspondence with secretariats. Where local representation or submission by counsel admitted in the relevant jurisdiction is required, I coordinate with partner lawyers.

Work Methodology

In my role as counsel before UN treaty bodies and the European Court of Human Rights, I adhere to an established protocol, ensuring full compliance with procedural requirements and deadlines so that applications are admitted and determined on the merits.

1. Admissibility Review

I assess the body’s jurisdiction, the time limit for submissions, exhaustion of domestic remedies, and duplication of procedures. A memorandum on admissibility is prepared.

2. Factual Record

I structure the facts, collect documents, witness statements, media, and procedural materials, and establish the chain of sources.

3. Legal Positions

I align the facts with the provisions of the Conventions/Covenants and jurisprudence, indicating the applicable norms of Russian and international law. Where required, domestic remedies are fully pursued.

4. Draft Application and Annexes

I prepare the text of the application, annex index, excerpts of law and jurisprudence, and translations. If necessary, separate expert opinions on Russian law are provided.

5. Submission and Proceedings Management

I prepare cover letters, submit materials to the relevant bodies, and manage communication on requests. Where necessary, I involve colleagues in the relevant jurisdiction.

6. Subsequent Steps

I plan further actions: individual measures, public positions, and monitoring of compliance.
